Methodology of anticipating prognostication

‘‘Now let's proceed to the methodology of anticipating prognostication. The element of rescuing in this prognostication includes both anticipating information, and straight opportunity to undertake concrete preventive actions.
Prognostication in political, economic and social areas is connected with the activity of very many people as well as organizations, societies, and other structures. Therefore this prognostication has a number of special features. For example, mentioning of a concrete surname or an exact date in political prognostication might result in displacement of the forecast information. However, if necessary it is possible to indicate exact dates and circumstances, which make it possible to determine concrete individuals. I can give confirmation of my forecast related to the development of the process of presidential elections in Russia in 2000 as an example (Appendix C, pages 531-549).
In the practice of political, economic and social prognostication it is frequently necessary to convert information in direction favorable for everyone. The information of people about their future placed into the collective consciousness is of special significance in this case.
If there is negative information it is necessary to break it up at the moment of realization of the forecast. For example, there was abundant information about the possible end of the world in August 1999. Therefore, forming in July 1999 information of the forecast about the further course of events, I converted the information about the possible end of the world into the information of the absence of global catastrophe and into the information of favorable harmonious development. “The end of the world is cancelled,” this was the title of the article with this my forecast.
I consider that actually any forecast should be an act of control, which forms the creative course of events. Examples of such forecasts are included in the published results of my works.’’

Méthodologies de prédiction des pronostics

‘‘Maintenant procédons aux méthodologies de prédiction des pronostics. L’élément de sauvetage dans ces pronostics inclue à la fois la prédiction des informations, ainsi qu’une opportunité directe pour entreprendre des actions préventives concrètes.
La prédiction dans les domaines politiques économiques et sociaux est connectée à l’activité de très nombreuses personnes aussi bien que des organisations, sociétés, et autres structures. Par conséquent, cette prédiction a un certain nombre de fonctionnalités spéciales. Par exemple, mentionner un surnom concret ou une date précise en prédiction politique pourrait entraîner un déplacement des informations prédites. Toutefois, si nécessaire, il est possible d’indiquer les dates et les circonstances précises, lesquelles permettent de déterminer des individus concrets. Je peux donner une confirmation de ma prédiction relative au développement du processus des élections présidentielles en Russie en l’année 2000 en tant qu’exemple (Annexe C, pages 531-549).
Dans la pratique de prédiction politique, économique et sociale il est fréquemment nécessaire de convertir les informations en une direction favorable pour tous. Les informations sur les gens à propos de leur futur placées dans la conscience collective est d’une signification spéciale dans ce cas.
S’il y a des informations négatives il est nécessaire de les dissoudre au moment de l’établissement du pronostic. Par exemple, il y avait des informations abondantes sur une fin du monde possible en août 1999. Par conséquent, en juillet 1999 en formant les informations de prédictions sur le cours ultérieur des événements, j’ai converti les informations sur une fin du monde possible vers des informations d’absence de catastrophes globales et vers des informations d’un développement harmonieux favorable.  “La fin du monde est annulée”, ceci était le titre de l’article de ma prédiction.
Je considère qu’actuellement toute prédiction devrait être un acte de contrôle, lequel forme le cours créatif des événements. Des exemples de tels prédictions sont inclus dans les résultats de mes travaux publiés.’’

Mетодологии предупреждающего прогнозирования

‘‘Теперь перейдѐм к методологии предупреждающего прогнозирования. Элемент спасения в таком прогнозировании содержится и как предупреждающая информация, и как прямая возможность предпринять конкретные профилактические действия.
Прогнозирование в политической, экономической и социальной областях связано с деятельностью очень многих людей, а также организаций, обществ и других структур. Поэтому такое прогнозирование имеет ряд особенностей. Например, указание конкретной фамилии или точной даты в политическом прогнозировании может приводить к смещению информации прогноза. Однако, при необходимости можно указать конкретные даты и обстоятельства, позволяющие определить конкретных личностей. В качестве примера могу привести подтверждение моего прогноза относительно развития процесса президентских выборов в России в 2000 году. (Приложение С, стр. 554-572).
В практике политического, экономического и социального прогнозирования часто бывает необходимо преобразовывать информацию в благоприятном для всех направлении. Основное
значение здесь имеет информация людей о своѐм будущем, заложенная в коллективное сознание. Если имеется негативная информация, то в момент осуществления прогноза необходимо еѐ расформировать.
Например, существовала обильная информация о возможном конце света в августе 1999 года.
Поэтому, формируя в июле 1999 года информацию прогноза о дальнейшем развитии событий, я преобразовал информацию о возможном конце света в информацию отсутствия глобальной катастрофы и в информацию благоприятного гармоничного развития. "Конец света отменяется" — таков был заголовок статьи с этим моим прогнозом.
Я считаю, что практически каждый прогноз должен являться актом управления, формирующим созидательное развитие событий.’’
